In its position paper, the GKV-Spitzenverband publicly criticizes the implementation of digitization measures by the Federal Ministry of Health led by Jens Spahn and takes stock. According to the association, there is an obvious lack of participation by other stakeholders, high costs, and insured persons ultimately have to pay for the expenses. The e-prescription is a good idea, but the GKV-Spitzenverband feels that its implementation is poor. The holistic approach to the underlying processes is not optimal, according to the experts of the Spitzenverband, because downstream process steps in the approval procedure of the health insurance funds are inadequate, not properly thought through, and riddled with loopholes by the legislator.

With the help of legal foundations, the umbrella organization expects digital overall solutions and not inefficient, inconsistent digital substitute solutions. One example in this context is that gematik’s interface for insured persons using the e-prescription app is unnecessary and is even rejected by the association.

There is also a great deal of criticism of gematik because the health insurance funds no longer feel adequately represented since the federal government took over 51 percent of the „Gesellschaft für Telematikanwendung der Gesundheitskarte mbH“. The company was actually founded to promote and coordinate the introduction, maintenance, and further development of the electronic health card (eGK) and its infrastructure.

However, the supreme body of gematik has been disempowered so that the role and goals of the company are no longer clearly recognizable, according to the umbrella organization. In the past, it was a company with control and regulatory function. Still, today, in the opinion of the GKV-Spitzenverband, self-administration is unfortunately no longer able to counteract this. Therefore, the association is calling for a reversal of old structures to do justice to its role as a self-governing body.

The GKV-Spitzenverband also thinks that Spahn’s digitization process is too much of a cost driver, accelerating the all-time high in spending and being financed with the resources of the solidarity community. This is particularly evident in the expansion of the telematics infrastructure (TI), according to the association, which favors improving care through digitization measures.
