The AOK-Bundesverband, with chairman Martin Litsch at the helm, would like to see a change in gematik’s digital e-prescription system instead of the closed, isolated concept, as the e-prescription is an important digital building block for all players in the healthcare system.

Accordingly, health insurance funds would have to be included as a central location for digital prescriptions for the mandatory start on 1 January 2022. Only insured persons with certain smartphone functions and electronic health cards (eGK) could access the gematik app. However, with the area-wide application in the fourth quarter of 2021, it should be possible that smartphone app users could transmit electronic prescriptions and that integration into health insurance apps would make sense.

However, the Federal Ministry of Health (BMG) legal ordinance stipulates that interfaces would have to be networked with gematik’s e-prescription app instead of paper prescriptions before the nationwide launch of digital prescriptions so that the telematics infrastructure (TI) can be further expanded. However, Litsch also criticizes the fact that only 2,000 people insured by the AOK have requested a PIN so that they can use the gematik app and transfer e-prescriptions to pharmacies of their choice. The legislator wants an alternative technology on the part of the health insurance funds to establish the corresponding interface.
