A DAK health study certifies that the reorganization of the financing of the health care system will be a priority after the Bundestag elections. Politicians from the SPD and the Greens and the CDU and the FDP each see it the same way. However, the plans are currently structured differently, as CDU and FDP politicians see the responsibility more with the insured themselves. At the same time, SPD and Greens want to broaden the basis for contributions to statutory health insurance (SHI).

The SPD, for example, still pleads for citizens‘ insurance and holds on to the social idea that funds would have to flow into the social insurances. SPD health expert and deputy parliamentary party leader, Bärbel Bas, also does not rule out tax increases to reconsider the budget for 2022 already now.

Experts from DAK Gesundheit asked themselves whether the structures of health care provision in Germany are still up to date or whether there is a need for action, to which all experts answered an unequivocal yes. DAK Gesundheit also believes that the redesign can only be managed through contribution increases and federal subsidies, according to the fund’s analysis, which, among other things, assumes 41 billion euros for non-insurance benefits. The Law on the Further Development of Health Care (GVWG) also considers a further tax subsidy to the health fund to be appropriate to be able to pay care workers better and make the profession more attractive.

The SPD politician Bas also believes that unemployment benefit II recipients pay too little into the SHI system. This must change. The Green Party expert Maria Klein-Schmeink also believes that „the compensation from the federal budget must take effect quickly“. In addition, the deputy leader of the Green parliamentary group in the Bundestag makes it clear that certain projects in the health care system must be prioritized, and laws must be checked above all for their cost intensity, such as the appointment service law from 2019, which has caused high costs.
